The site was mainly based on the forums which I got from http://www.punbb.org
After that I straight coded everything from the CSS to the modifications to the forums. I also custom designed all the graphics and the server scan. I did use Dreamweaver MX 2004 as a coding aid, but never any of the design aspects. It works well for completing all the tags.
I expanded on the forums with the main page - the headlines, news, and recent topics were all new things I made. I was able to make a separate forum just for news topics and have it so that the last news topic updated on our private forums would be displayed on the front page. It took a lot of work to get everything right... in fact I still make tweaks every now and then, but I started working on the site in July of 2004.
You're right .. the site isn't very big but it seems to fit it's purpose.
